in my nexus 7 wifi by mistake i wiped all data. by now it says no os installed. by rebooting it halts on google image without open lock (rooted and unrooted). how to get back to working? pls help

Your best bet is to install Nexus Root Toolkit ( http://www.wugfresh.com/nrt/), there is an option to flash android image to a brick Nexus.
