Can some helpful soul enlighten me on their experience with the PA 3.0 ROM?

I noticed the Nexus 7 does not have the same UI as the tablet I saw at the mall. Doesn't Android have a tablet UI? I could of swore my last tablet used it. Why is the Nexus 7 running like a giant phone minus the phone part?
